Efficacité de l’organisation : un outil de diagnostic original à destination des fonctions dirigeantes
Vous souhaitez mener un projet structurant pour l’entreprise et impliquer les hommes dans la définition de la solution.
La raison, les objectifs, les résultats attendus définis, il s’agit de réfléchir aux options possibles, de considérer chacune d’elles pour en choisir une.
Pour ce faire, nous choisissons une méthode d’étude et d’analyse.
D’une manière générale, la nomination du chef de projet va très fortement orientée le choix de l’outil. Il choisira, en effet, un outil dont il maîtrise la mise en œuvre et l’interprétation.

Un projet structurant ne mérite-il pas, dès son lancement, de faire l’objet d’une réflexion collective à partir d’un outil commun aux grandes fonctions impliquées ?
S’il est vrai que les outils de la qualité sont très utiles pour mener une action d’amélioration continue, pour ce projet structurant, est-il suffisant de s’attacher à l’amélioration de l’existant ?
L’évaluation de l’efficacité de l’organisation, présentée ici, est un outil qui joue un rôle d’intégration entre les fonctions, parce que les composantes étudiées concernent les missions de la fonction dirigeante, production, ressources humaines, qualité, SI….
L’ audit-diagnostic permet d’évaluer l’efficacité à trois niveaux :
- Le niveau de l’organisation,
- Le niveau du groupe (unité, équipe),
- Le niveau de l’individu.
En fonction de la question posée par le projet, il est possible de s’intéresser aux composantes d’un seul niveau, de deux niveaux ou des trois niveaux, pour synthétiser et partager une vision systémique de l’organisation.
En menant une réflexion collective, à partir de l’analyse des caractéristiques de l’organisation, des options se dessinent.
Elles sont discutées pour valider leurs capacités à concilier les besoins humains et l’efficacité technique.
L’option choisie propose de rendre compatible la structure, les techniques, les engagements et les besoins des membres avec la stratégie et les politiques fonctionnelles, pour mieux répondre au milieu environnant.
